The box has a notice from Canonical explaining that the CDs are free promotional materials and there should be no customs due. Unfortunately not every country sees things the same way and every year someone somewhere has to pay, or at least argue with customs, before they can get their CDs. You could convince them that Its Free Software and to be distributed for FREE. Then they might not charge. They think its a Commercial Software/OS. I had the same issue last year and they had got stuck in the Indian Post. I collected it after explaining to the wat is Ubuntu, FOSS and other related concepts.
