Well it depends what you call "old accounts" ;-) the 2010 accounts are the one to use, but as you might remember we made a lot of chances last year and everyone had to re-register to the wiki. So any account before that (like from 2005 to 2009) won't work.

Yes this is the right list. Registration for SFD 2011 hasn't opened yet and should happen next week. The process is indeed to create a wiki page for your team under: http://wiki.soffwarefreedomday.org/2011/Urugay/Rio Branco/Rio Branco Libre
This year after discussion on this list we have decided to simplify the URL and not use continents.
Then you will have to fill a registration form which URL is not yet available to provide further information so we can ship goodies and get the location on a map for others to easily find your event.
And then you'll need to both prepare your event ;-) and add further information on your wiki page for your visitors to know what will be happening. This can happen before the registration form is available of course.
I hope this answers your question, opening of registration will be announced both on this list, the announce list and the website.
