We had the same problems for a few distros here in Nicaragua, until last time (for the 11.04 release), wich we had to pay 45 USD, aprox.
The problems is with TNT. They charged the value of the CD's according to the national laws, and even if you try to explain they're free, at least in our case, they don't believe you that CD's will be free. They though we were going to sell the CD's, no matter what we tell them.
I'll suggest to all of you that next time (or this, if it's possible, yet), keep all the papers and send it to Canonical, so they can take log of that and send a notification to TNT.
For sure, next time Canonical will send the CD's with another carrier, I don't know, or maybe they will notify specifically to TNT that don't charge anything for the CD's.

Since we are college students and a bit tight with the budget, moreover we have already spent most of our money on booking a good venue for our SFD celebrations. The TNT guy said that if I do not pay him, then say goodbye to packages!--
