Hi! The notice is not mandatory, we are just asking teams to add it but they should run their event the way they deem appropriate. I think Michael wrote a very good post on where Debian stands. I really don't think those distributions should be "marked and isolated" but when you preach for software freedom it is important to let people know when you are giving them some hidden non-free bits, or software that will encourage them to install non-free bits. Users need to understand what is happening with the software they are using (and which you may be distributing). I hope this clarifies the issue. Do not hesitate to ask more question if you have any.
