I've been following the dillo mail list for a while getting a feel for what is up; Good things! With the external patches, I'd be willing to toss in a cvs server that mirrors the base dillo and has modified branches for various interests or even one merged branch. The intent would be to just keep a seperate single repository for external work which dillo could merge portions that fit it's philosophy.
