Perhaps. Dillo can be started with the X11-Window ID of the window where it will be embedded. But I don't know of any non-gtk application that does this. AFAIK, newer xterms can be embedded in a gtk application (I did some tests) using the same mechanism. So I would say the other way (gtk app in a Xlib app) should be possible.
