Not yet, sorry. I start to code it for gtk-dillo and send a not finished proff of concept to the list (http://article.gmane.org/gmane.comp.web.dillo.devel/2504/match=+dpi+menu+int...) but the next dillo version can be the first fltk one so it will be old in next version.
In that case it would be quite simple.

About other topics if dillo add DOM handling code, or someway to modify web page state, to DPI1, so an external DPI can do javascript like another person have post here, it can be very easy that another DPI manage menus, buttons, etc if the dillo interface is included like another web page. It can delete some interface code and reuse other code. About graphical DPIs (DPI2) a good way can be embed aplications(DPIs) in dillo like sylpheed-claws embed dillo in it. there are some flash player that can be used in this way for example. ¿can it be useful? ¿what do developers think?
We have thought of it, and it could be done, but in the future. We want to focus on the port to FLTK 100% now. -- Cheers Jorge.-
